Alisher Abdykadyrov, Chief Executive Officer of Alatau City Authority, and Rustam Karagoishin, Chairman of the Management Board of Baiterek National Managing Holding JSC, discussed prospects for cooperation in financing investment projects implemented within Alatau City, as well as mechanisms of state support and interaction with the development institutions of Baiterek Holding.
Alisher Abdykadyrov presented the development concept for Alatau City, implemented under the Constitutional Law of the Republic of Kazakhstan “On the Special Legal Regime of Alatau City.” It was noted that the special legal regime provides modern mechanisms for supporting investors through a one-stop-shop principle, special tax and regulatory regimes, and international guarantees for the protection of investments.
Particular attention was given to the involvement of Baiterek Holding’s development institutions in financing projects within Alatau City. The parties examined opportunities to apply existing financial instruments to implement projects in industry, logistics, the digital economy, urban infrastructure, innovation, and high technology. Key areas of the city’s development were also presented, including the deployment of artificial intelligence technologies, the development of digital infrastructure, and the creation of conditions for high-tech business.
To date, Alatau City has assembled a pipeline of 53 investment projects with a total value of more than 2 trillion tenge and the potential to create over 51,000 jobs. Following the international roadshow in China, Alatau City’s investment portfolio is expected to grow to 5 trillion tenge. The parties discussed the possibility of financing four priority projects with a total value of 138.6 billion tenge using the instruments of Baiterek Holding’s development institutions.
Following the meeting, Alatau City Authority and Baiterek Holding signed a Cooperation Agreement providing for the development of a long-term partnership in attracting investment, providing financial support for investment projects, and jointly implementing initiatives aimed at the sustainable development of Alatau City.
