Public consultations on draft regulatory legal acts of the Administration of Alatau City
In accordance with Article 36 of the Constitutional Law of the Republic of Kazakhstan “On the Special Legal Regime of Alatau City”, Alatau City Authority hereby submits the following draft regulatory legal acts for public consultation:
- Draft Regulatory Regulation on Legal Acts of Alatau City.
- Draft Regulatory Regulation on Legal Entities of Alatau City.
The draft regulations and their accompanying consultation papers are available in Kazakh, Russian and English.
Comments and proposals may be submitted to dir@alataucity.kz no later than 15 October 2026 (inclusive).

Draft Regulations on Legislative Acts of Alatau City

The Draft Regulations establish the legal framework governing the development, adoption, publication, entry into force, interpretation, amendment and repeal of Regulatory Legislative Acts within the special legal regime of Alatau City. They set out the types and hierarchy of such acts, the powers of the Council, the Regulatory Commission and the Chief Executive Officer to adopt them, and the procedures applicable to their preparation and adoption.

Draft Alatau City Legal Entities Regulations

The Draft Regulations establish the legal framework governing the incorporation, registration, operation and supervision of legal entities within the special legal regime of Alatau City. They set out the types of entities that may be incorporated, the appointment, objectives and functions of the Registrar of Companies, and the requirements applicable to the incorporation, governance and reporting of such entities.
