A meeting of the Alatau City Council was held under the chairmanship of Prime Minister of the Republic of Kazakhstan Olzhas Bektenov, at which issues related to the implementation of the Constitutional Law of the Republic of Kazakhstan “On the Special Legal Regime of Alatau City” and the further development of the new city were considered.
During the meeting, Alisher Abdykadyrov, Chief Executive Officer of Alatau City Authority, reported on the organization’s current activities and its plans through the end of 2026. Alatau City Authority is currently working to establish the city’s regulatory and legal framework, develop strategic development documents, build a modern public administration system, develop engineering and transport infrastructure, and attract investment and support investment projects.
Following its review of the information presented, the Council adopted a number of decisions necessary for the continued operation of Alatau City Authority in its new status. In particular, it approved the Regulation on Alatau City Authority, which defines the organization’s legal status, powers, and management system. Upon its approval, Alatau City Authority is transformed into a government body – a special management organization responsible for the operation and development of Alatau City.
To ensure effective management of the city, the Council adopted decisions to establish an Operational Committee and a Regulatory Commission. The Operational Committee will consider matters requiring timely decisions. The Regulatory Commission will review and approve regulatory legal acts, as well as introduce advanced international practices within the framework of the special legal regime.
To resolve issues of the transitional period, the Council supported the establishment of a Temporary Commission on Land Relations under the Akimat of Alatau. The tasks of the Temporary Commission will include registering land plots, considering land-use matters, and supporting priority investment projects until the city’s Master Plan is approved.
Plans for the further development of Alatau were also presented during the Council meeting. By the end of this year, it is planned to complete the development of the city’s Long-Term Development Plan through 2055, a Development Strategy, and a Master Plan through 2040, with the involvement of leading international consulting firms ARUP and BCG. In parallel, work continues on developing engineering and transport infrastructure, fulfilling the agreements reached following the international investment roadshow in China, and implementing the large-scale K-Smart City, Alatau AI-Driven City, and Alatau Crypto City projects aimed at creating a modern digital ecosystem for the city.
Following the meeting, the Prime Minister issued a number of instructions to state bodies and Alatau City Authority on the further implementation of the special legal regime and on accelerating work in key areas of Alatau City’s development.
