Alatau City plans to issue tokenized assets. This was announced at the Central Asia Fintech Summit by Arman Assakayev, Director of the Digital Economy Department of the Alatau City Authority Special Management Organization.

Presenting “Alatau City: A New Territory of Digital Finance,” Arman Assakayev emphasized that the digital economy in Alatau is to be developed in parallel with the city’s physical infrastructure. The plan is to bring IoT infrastructure, the digital twin, tokenized assets and new financial instruments together into a single model. The revenue generated by the digital economy should, in time, be reinvested into the development of urban infrastructure and computing capacity.

One of the key principles will be Tokenization by Default. The approach provides for a standardized tokenization lifecycle, from structuring the asset and protecting the investor through to issuance, monitoring and payouts.

“For us, tokenization is not an experiment with digital instruments, but part of the city’s future economic infrastructure. Our task is to build a clear and regulated system in which a real asset takes on a digital form, while the investor receives a transparent mechanism for owning, controlling and protecting their rights. The first projects should show how this model works in practice and how it can be scaled further,” said Arman Assakayev.

At the first stage, Alatau City is considering areas such as development projects and operating assets with confirmed cash flows, including revenue from rent, tariffs and leasing. In selecting the first projects, particular attention will be paid to the quality of the assets and the transparency of their cash flows.

A separate part of the future system concerns investor protection. To this end, a Token Operation and Support Center (TOSC) is to be created, which should provide custody of the underlying assets and become one of the elements of the architecture protecting token holders’ rights. The next stage will be to establish Alatau City’s own regulation of digital assets, including rules for issuance, custody, disclosure and settlement.

Looking ahead, Alatau City intends to build a regional center for the tokenization of real assets — including real estate, logistics infrastructure and intellectual property — and to develop a Web3 and digital finance ecosystem.

The summit also saw the signing of memoranda between Alatau City Authority, the Digital Development Center of the National Bank of Kazakhstan, the insurance company Sinoasia and BCC hub on cooperation in tokenization, the regulation of the stablecoin market and the use of AI in financial monitoring.

The Central Asia Fintech Summit 2026 is taking place in Almaty. Its program features discussions on the future of the financial market, digital assets, the tokenization of the economy, artificial intelligence, payment technologies and the development of the fintech industry.
