Requirements

  • Higher education in Law or Public Administration; a degree in architecture, construction, or a related field is an advantage;
  • Professional experience: at least 8 years for Senior Associate and at least 5 years for Associate in one or more of the following areas: drafting of regulatory legal acts; legal support of construction and infrastructure projects; state regulation of construction and urban planning; legal consulting on land relations, construction, and infrastructure;
  • In-depth knowledge of the legislation of the Republic of Kazakhstan in the areas of construction, architecture, urban planning, and land relations;
  • Knowledge of permitting procedures and state control in the construction sector;
  • Desirable: experience with the legislation of special economic zones, international financial centres, or other special legal regimes; experience of engagement with government authorities and investors; experience in major infrastructure or development projects;
  • Languages (desirable): Kazakh – fluent; English – B2 level or higher;
  • Systems thinking, legal analysis and analytical drafting skills, and the ability to work with large volumes of regulatory and technical information.

Responsibilities

  • Draft, conduct legal review of, and/or coordinate approval of draft regulatory legal acts and non-regulatory legal acts of the Alatau City Administration and other acts and regulatory documents related to the functioning and development of the City of Alatau;
  • Develop regulatory solutions in the areas of construction, architecture, urban planning, engineering infrastructure, and land relations;
  • Analyse the legislation of the Republic of Kazakhstan and foreign jurisdictions in the field of urban planning regulation;
  • Prepare analytical materials and comparative legal studies;
  • Participate in inter-agency working groups and consultations with government authorities, experts, and investors;
  • Prepare legal opinions on the implementation of infrastructure and investment projects.
